In response to the flood emergency in Afghanistan, the RRF management approved a total of 50,000 USD for urgent assistance to the flood affected families in Nuristan areas of Afghanistan. The response is carried out by the Community World services Asia office in Afghanistan in close coordination with the local administration. 120 most vulnerable household will received multi-purpose cash assistance.
Torrential monsoon rains triggered severe flash flooding in Parun, capital of Nuristan Province, eastern Afghanistan, 15:00 hrs on 20 July 2026. Flooding also affected Torkham, Nangarhar Province, and Alingar District, Laghman Province. The disaster has been compounded by deforestation, environmental degradation, and steep mountainous terrain.
It is reported 23 people confirmed dead in Parun, with three additional deaths at the Torkham returnee transit camp. Whereas, 15 people confirmed injured in Parun and nine injured in Torkham. However, search and rescue operations continue, with missing person figures still being verified across sources. Inter-agency assessment led by IOM and ANDMA with the participation from CWSA and partners on the ground report 14 missing, while IFRC and Afghan Red Crescent Society reporting cites 86 to 100 missing..
IOM and ANDMA are leading the inter-agency need assessment and national-level coordination, providing an updated preliminary assessment to the Nuristan Operational Coordination Team (OCT) on 21 July. OCHA is coordinating the overall humanitarian response through the OCT, with its Eastern Region team maintaining close coordination with ANDMA, local authorities, humanitarian partners, and the Nuristan OCT.
OCHA has identified immediate humanitarian priorities as emergency shelter and NFIs for households whose homes have been damaged or destroyed, food assistance for households that have lost access to food stocks, markets, or livelihoods, safe drinking water, hygiene, and sanitation support, emergency health assistance including mobile health services and other protection assistance for families affected by loss of life, displacement, and unsafe shelter conditions, debris removal and clearance of access routes, repair of irrigation and other critical infrastructure, and Multi-Purpose Cash Assistance (MPCA) where markets remain functional and cash assistance is feasible.
Based on inter-agency coordination on the ground, Food, WASH and Hygiene, Health, and NFI needs will be addressed by WFP, UNICEF and DACAR, WHO, and IOM, respectively. MPCA remains an identified gap. As the lead agency, IOM, together with the Cash Working Group (CWG), has approached CWSA to support the response following the joint assessment.
