One of ACT Alliance’s key strategies is to support an effective humanitarian response by ACT members. Basic Purpose

Reporting directly to the General Secretary with a dotted line to the Director for Theology and Public Witness, and co-opted member of the Communion Office Leadership Team (COLT), the incumbent leads, develops and implements LWF advocacy, at international level and in particular with the UN bodies, regarding political, ethical and social issues such as human rights, peace, justice and reconciliation, climate, migration, gender, and religious freedom, consistent with LWF governing documents and Assembly and Council resolutions.  She-he liaises and coordinates internally with LWF operational departments (Mission and Development, World Service, Theology and Public Witness) ensuring a consistent approach within the LWF, both in the field and Communion Office.

Required Qualifications

  • Legal training. University degree. Studies in international law, human rights, political science or in another relevant field are assets.
  • Extensive experience in promoting human rights, peace, justice and reconciliation in an international setting, preferably in the UN.
  • Proven track record on conducting research, preparing studies, developing strategies for addressing such issues, in LWF member churches or other church related organizations.
  • Ability to prepare policy documents and statements for the General Secretary in the above mentioned areas.
  • Excellent communication, interpersonal, and negotiation skills.
  • Good understanding of faith-based approach to advocacy, ideally with experience in LWF or wider ecumenical movement.
  • Commitment to the Christian faith and to the cause of promoting human rights and human dignity.  Membership in an LWF member church.

Position Environment and Dimensions

In a highly political international environment, and as a representative of a faith-based organization which has a strong commitment to the human rights framework and a long-lasting engagement with the UN, the incumbent is required to position LWF externally on a variety of issues ranging from humanitarian aid to migration and climate change. She-he relates to a worldwide network of churches, government officials, international organizations and UN bodies to address these issues from a faith-based perspective, leading the interaction at high level on behalf of LWF, under the guidance of its General Secretary.

Internally, the incumbent liaises with operational departments and their specific mandates and programmatic priorities safeguarding coherence and coordinating a consistent and well integrated approach.

Main Duties

  1. Strategically coordinates advocacy work with LWF departments involved in peace, gender justice, migration, humanitarian, climate, religious freedom and human rights questions.
  2. Leads the development of relevant policies and strategies for LWF contribution and response to critical issues in these fields and ensures consistency in the implementation within LWF Departments.
  3. Takes up advocacy and human rights issues relating to member churches.
  4. Interacts effectively with relevant UN bodies, governments and international organizations and agencies on issues relevant to LWF priorities and programs.
  5. Responsible for contacts and communication with government offices, embassies, U.N. offices, NGOs, and other specialized organizations.
  6. In coordination with the internal structures concerned, maintains contact with church leaders of the 145 LWF member churches, ecumenical partners and other faith-based organizations and communicates matters that require action and/or follow up.
  7. Provides in-house counsel on issues linked to the LWF Constitution, Bylaws and internal policies, as well as taking the lead for these issues at LWF Council level.
  8. Deals with legal agreements between LWF and other bodies, particularly the trusteeship agreement between LWF and Kaiserin Augusta Victoria Stiftung (KAVSt) in Jerusalem.
  9. Assists the General Secretary in the preparation of statements, speeches and articles which articulate LWF positions for the constituency and/or general public and speaks on his behalf in the socio‑political arena, as required.

About the role

Christian Aid has won a grant from a major donor for a consortium programme in 4 countries – Myanmar, Nepal, Nigeria and South Sudan – to help move forward the World Humanitarian Summit localisation of humanitarian aid agenda by researching and piloting best practice in partnerships and by supporting national NGO networks in national and international leadership of humanitarian response. The programme manager would be responsible for ensuring the effective delivery of this complex programme, including timely and high quality narrative and financial reporting to the donor, maintaining effective relationships with the 6 international NGO consortium members, and managing the country-level project managers and helping them to move forward the work effectively with many national and local NGOs at country level.

About you

You will have strong experience of managing complex programmes with ECHO or a similar donor; of working in multi-stakeholder consortia; and of managing humanitarian programming with national NGO partner organisations. You will be very familiar with the World Humanitarian Summit and Grand Bargain agendas, and have a strong personal commitment to localisation. You will have excellent inter-personal skills; enjoy working in teams; and have excellent project management skills.

Basic purpose

The Lutheran World Federation World Service Emergency Program Coordinator (EPC) is responsible to provide support to World Service emergency operations in the countries assigned to her/him to ensure they fulfil highest programmatic and administrative standards.

Basic position qualifications

  • Master’s degree in humanitarian or development work, and/or other related technical field or social science.
  • Several years of professional experience in emergency response in the field as well as in a management role.

Position environment and dimensions

The Emergency Program Coordinator (EPC) provides support to and ensures compliance in the emergency operations s/he is responsible for. The EPC works together with the Humanitarian Coordinator and the other members of the operations team to ensure emergency operations gain capacity and competence and grow into stable, more permanent country programs within the World Service structure, observing all the general principles and standards relating to operations in the field. S/he is the direct line manager of the Emergency Team Leaders. This supervisory role must be carried out with an enabling and empowering approach.

The work is carried out within the context of LWF’s policies and guidelines and the procedural and budgetary framework determined by the organization. It requires a high degree of initiative and ability to prioritise while remaining clear on the non-negotiable aspects of compliance and accountability required.

 

Main duties

On Support to the Emergency Operations

  1. Ensure coherence of policies and relevance of operations in the humanitarian environment (strategic level)
  • Provide comprehensive analysis of country context and implications for operations
  • Provide analysis of LWF operations in the country  (relevance, trends, appropriateness)
  • Ensure adherence to World Service strategy
  • Ensure compliance to World Service policies and develop national guidelines for new operations
  • Promote accountability to affected populations
  • Inform and disseminate relevant policies, news and information to staff in operations

 

  1. Ensure quality performance of emergency operations
  • Engage actively with the Emergency Team Leaders as their supervisor and primary contact point and supporter in Geneva

  • Promote proactive risk management and scenario or contingency planning, including security management

  • Support the emergency operations to become increasingly financially sound and viable

  • Maintain a close working and consultative relationship with LWF member churches, appropriate church-related partners, ecumenical bodies and interfaith partners
  • Promote the involvement of local partners in planning, monitoring and evaluation of the emergency operations
  • Network actively with the related agencies in the country and the relevant peers in Geneva and promote collaboration at all levels
  • Nurture relations with UN, government and various humanitarian coordination networks related to the emergency operations
  • Carry out cooperation with the relevant Department for Mission and Development (DMD) Area Secretary in the Geneva Communion Office on issues related to LWF member churches in the region

 

Special duties

This position holder will also be responsible for coordination tasks relating specifically to UNHCR and other UN bodies, such as being responsible for the LWF input into the partner portal, representation in key meetings on behalf of World Service and serving as the focal point for some thematic issues closely related to humanitarian response, such as cash based programming.

  • To ensure that emergency operations can grow into more stable, longer term interventions of World Service and to ensure steady accompaniment in often very demanding contexts.
