Background

LWF Myanmar is a relatively young Country Program with relatively inexperienced staff and limited financial resources.

The Country is transitioning from a globally isolated military led, country defined by ethnic division and armed conflict and a centrally controlled economy to a democratically elected, civilian led (the military still retains substantial power) government with a global economy.

Although there are some strong civil society organizations, the sector is still finding its way and is not nearly as robust as in other South and South East Asian countries. A spirit of service is present among the population grounded in the predominantly Buddhist culture. But INGO/NGO service is still seen as a good deed or charity in times of emergency rather than a career option. Staff turnover is therefore a particular challenge in the INGO/NGO sector.

Progress has been made towards a National Ceasefire Agreement (NCA) and a Peace Process, but huge numbers of IDPs, refugees and marginalized people still suffer from a lack of access to their universal human rights.

Humanitarian and Development work are needed simultaneously in Myanmar. But major donors still divide their funds into Humanitarian or Development in nature. It is a challenge to convince donors to support holistic human centred as opposed to sector oriented projects.

All of the on-going transitions and continuously changing contexts require flexibility, conflict sensitivity and innovation to effectively facilitate the people centred, participatory, community based, rights based empowerment processes required by the LWF Country Strategy.

 

Purpose of the position

The Resource Mobilization Coordinator is instrumental in ensuring that LWF Myanmar (85%) and LWF Laos (15%) develop high quality project proposals in line with community priorities, and the Myanmar and Laos country strategies. S/He shall support program development; donor compliance and communications activities.

The Resource Mobilization Coordinator is based in the Yangon Office.  S/He is a member of the LWF Myanmar Management Team. S/he shall also represent the LWF Myanmar Program in forums, and working groups as delegated. S/He may be called upon to serve as Acting Country Representative. Periodic travel to Laos and to the field offices in Laos and Myanmar will be required

 

Required Qualifications

University degree is required.

Masters Degree is an advantage.

 

Knowledge and Experience

Minimum 6 years of experience in funding proposal writing, for UN, EU, USAID.

Significant working experience at management level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Strong leadership and people management skills.

Very good analytical and organizational skills.

Knowledge of LWF, its member churches and related agencies would be an asset.

Knowledge and experience of cooperation with United Nations and governmental agencies and/of international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential.

Main duties

Main tasks:  Support to Country  Representative for fundraising and development  of proposals within the strategic framework for LWF Myanmar and Laos, as well as reporting to existing donors. The Resource Mobilization Coordinator's main responsibilities are for Leadership and Management as a member of the EMT and MT (5%) Resource Mobilization (70%) and Donor  Compliance  and related Communications Support (25%).

 

Leadership and Management (5%):

  1. Constructive participation in the Executive Management and Management Teams meetings, and support the Teams' decisions.
  2. Actively contribute to Strategic Planning processes.
  3. Actively liaise with the World Service Global Funding Unit in Geneva and with online, regional and country based donors to facilitate resource mobilization for LWF Myanmar and Laos.
  4. Recommend detailed resource mobilization strategies in order to sustain the program.
  5. Actively build the resource mobilization capacity of the EMT and MT members.

 

Resource Mobilization (70%):

  1. Keep abreast of relevant resource mobilization opportunities and Maintain up to date donor maps and files.
  2. Organize needs assessment and studies as required for purposes of resource mobilization.
  3. Where required, coordinate needs assessments, project design workshops and external stakeholder consultations to support project design process.
  4. Develop proposals for new and existing donors, in coordination with partner organizations, the relevant LWF staff.
  5. Ensure that proposals are developed to donor standards and comply with capacities of partners and resources.
  6. Ensure that proposals components are duly aligned between narrative, logframe, work plans, and budgets.
  7. Coordinate closely with Program, Projects, Technical Units, Finance, Administration and Human Resources to ensure funding proposals are in alignment with policies and practices.
  8. Participate in donor liaison meetings and inter-agency coordination forums, such as the Education in Emergency Working Group, Food Security Working Group, Gender Empowerment Network and Protection Sector Working Group, etc.
  9. Coordinate and network with relevant stakeholders for purposes of supporting proposal writing.
  10. Seek opportunities to partner with ACT Alliance and other INGOs in consortiums as appropriate.

 

Donor  Compliance  and related Communications Support (25%):

  1. Review and support small grant applications from local partners and assist them to improve their project design and management.
  2. Facilitate project launch events so that implementation teams and other key stakeholders are well versed in project requirements and implementation expectations.
  3. Maintain data base on status of all project start/end dates, grant amount, report, evaluation, audit due dates and keep relevant staff well informed on required formats and templates and other donor requirements.
  4. Support LWF field Offices in quality reporting through assurance of quality data as per donor agreements and project documents.
  5. Keep files of all concept notes and funding proposals
  6. Asses and analyze both successful and failed concept notes and funding proposals for learning purposes.

Support to Country Representative regarding internal and external communication as required.

Purpose of the position

The Grants Manager (Francophone Region) is responsible to develop high quality project proposals and concept notes for direct submission to key donors including ECHO, Europeaid, UN Agencies and other major institutional donors. Experience with and an understanding of the rules and requirements of these donors is essential.

 

Developing log-frames, work-plans, budgets and monitoring processes/templates will be a key task, requiring hands-on work with the country program teams ahead of and during the proposal development process. The ‘needs assessment’ is also an important and major element for proposal development and, while not being the responsibility of this position, must be undertaken by the country program teams to enable the task to be completed by the Grants Manager.

The Grants Manager (Francophone Region) will need the ability to adapt and quickly shift focus and/or agenda in response to shifting priorities within the country programs while taking on diverse tasks within the proposal development process from writing, developing monitoring plans, and providing administrative support.

 

Based in Yaoundé, Cameroon the Grants Manager (Francophone Region) shall report to the Global Funding Coordinator in Geneva (line management, technical and work-planning matters) and to the Team Leader, Cameroon (for admin and security issues in country).

Required Qualifications

Master’s degree in humanitarian or development work, and/or other related social science.

 

Knowledge and Experience

  • Minimum of 3 years of professional experience in international humanitarian and development programs. Experience in project plan donor networks. Work experience with institutional donors including ECHO & Europeaid is required.
  • Cultural sensitivity and adaptability. High degree of integrity and professional responsibility.
  • Working experience in African countries is an asset.

Main Duties

Proposal Development (40%)

 

  • To identify specific funding opportunities (Institutional donors including, US, UN, EU and other Government funding) through necessary mapping and research in the 3 country programs/emergency operations and then provide proposal development support according to agreed priorities (preparedness and readiness to respond).
  • To lead and/or coordinate the timely submission/response to calls including writing high quality concept notes and proposals.
  • To assist remotely as well as provide in-country support for the proposal development and writing process (including log frames, work plans, budgets and monitoring templates).
  • To conduct the necessary research to support the technical content of concept notes and proposals (including liaison with relevant technical staff in country).
  • To maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals.
  • To ensure that all rules and regulations required by the donor are adhered to and included in the proposal. This can include donor liaison when in country.
  • To finalize, package and submit proposals in collaboration with the GFT in Geneva according to donor specifications and deadlines and LWF quality standards.

 

Monitoring and Evaluation (15%)

 

  • Work closely with the M&E focal points in country and the Regional M&E Advisor (where present) to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked.
  • To carry out regular and continuous site visits to track project progress, measure performance, and ensure accountability to the targeted communities as well as compliance with donor rules and regulations.

 

Capacity Building (10%)

 

  • Provide training support and build capacity of the implementing project officers in the country programs. This will include internal workshops as well as identifying external training opportunities (e.g. in situ and online).
  • Liaise with the GFT in Geneva to develop and conduct training modules with key staff in country programs (eg. ECHO, EuropeAid, USG etc).

 

Grants Management (30%)

 

  • Manage assigned grants’ proposal development, monitoring, timely reporting and close out of grants.
  • Ensure that the approved grants are in compliance with donor requirements.
  • Maintain the relations with respective donors in country.
  • Identify sources of co funding for new funding opportunities (including timely discussions with potential co funding agencies).

 

Other (5%)

 

  • To carry out any other tasks as needed and requested by the LWF-WS Global Funding Coordinator (e.g. screening reports, monitoring visits, training workshops, exchange visits).

Purpose of the position

 

The Finance Coordinator assumes overall responsibility for managing all aspects of the financial and accountancy activities of the LWF World Service Uganda country program. She/He ensures that accounting systems are maintained to provide the information required for planning and monitoring and reporting for program operations, for safeguarding assets, discharging liabilities and legal responsibilities.

Her/His direct supervisor is the Uganda Country Program Representative and she/he shall take technical advice from the World Service Global Finance Coordinator in Geneva.

The Finance Coordinator will supervise the country program finance team.

 

Required Qualifications

University degree in accounting.

Professional accreditation such as ACCA, CMA, CPA or equivalent is highly preferred.

Knowledge and Experience

  • Minimum 4 years of experience in a finance position on similar level.
  • Significant working experience at management level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations.
  • Knowledge of the reporting requirements of ECHO, USAID, UNHCR and government funding agencies.

Main duties

  1. Supervise and coach national finance staff and other staff as requested by the Representative; ensure that each member of the finance team has a clear job description and receives regular feedback on performance. Pursue active capacity building of the finance staff.
  2. Supervise the preparation of all mandatory monthly and yearly accounts as well as the monthly finance and management reports for the Representative and the head office in Geneva. Ensure that accounting policies are properly and consistently applied and submit accounts in accordance with the deadlines in the LWF World Service Finance Manual. Supervise the preparation of separate financial reports for funding agencies such as the UNHCR, BPRM, etc. in accordance with the terms of the contracts.
  3. Supervise the preparation of cash flow projections in accordance with procedures, and manage the cash flow of the country program in order to ensure that sufficient funds are always available. Where required, submit requests for installments of funds from funding agencies in a timely manner, ensuring a reliable cash flow for the program.
  4. Be responsible for overall control of expenditure against budget for all projects. Provide to program staff regular and accurate financial reports and analysis to ensure timely and cost-effective project management and decision-making.
  5. Assist in the preparation and verify the accuracy of budgets for all project proposals, Project Documents for Geneva-channeled (Basket-funded) projects with Related Agencies, ACT appeals for emergencies, bilateral applications to institutional donors and any other projects.
  6. Ensure the compliance with the LWF World Service Operations Manual, including procedures for electronic data storage, backups and security.
  7. Provide feedback to LWF World Service head office in Geneva on practical problems in ensuring compliance with LWF Finance, Procurement and Operations Manuals and provide suggestions for improvements/revisions.
  8. Liaise at the appropriate level with banks, tax authorities and other financial institutions.
  9. Manage the insurance policies as required by law for national staff, vehicles, as well as public liability insurance, fire insurance, etc. Prepare and submit to LWF World Service Geneva, if applicable, monthly reports on visitors and other persons to be included under the group insurance policies.
  10. Monitor the payment of salaries and allowances for the local staff; ensure the timely payment of taxes, insurance and benefits. Ensure the maintenance of accurate payroll records.
  11. Ensure that all staff settles advances in line with established policy and procedures and that all accounts are settled at the time of termination of service.
  12. Act as contact with auditors and UNHCR Verification Teams on accounting matters and, in consultation with the Representative, make available to them all records required. Ensure that internal controls are properly in place, including regular visits to project offices.
  13. Work with administrative staff and the Representative to ensure smooth office operations and cost savings where possible

World Service has been present in the Middle East since the aftermath of the Second World War. Currently, the LWF operates Country Programs in Jordan and in Northern Iraq. The underlying rationale for the LWF engagement in the Middle East over the last 70 years has been to serve refugees and internally displaced in what has effectively become a series of protracted emergencies. In more recent times, work has been extended to assist vulnerable host communities. A people-centered, rights-based and participatory approach focusing on Protection, Education and Livelihood including Vocational Training represent the key areas of intervention. Crucial financial support is provided by LWF Related Agencies in Europe and North America. Institutional donor funding for the work of LWF Jordan and Iraq has so far been limited.

 

Purpose of the position

The Grants Manager will be primarily responsible for the management of institutional donor funding (including UN Pooled Funds, ECHO, EU Trust funds, US Government and other relevant foundations and government donors) in Jordan and Iraq and the capacity building of key staff in the country programs.

Based in Dohuk, Northern Iraq, the LWF Grants Manager for Jordan and Iraq shall report to the LWF Country Representative for Jordan and Iraq based in Amman. During this employment period, he/she shall consider him/herself responsible to and accept instructions from the Country Representative for Jordan and Iraq, with direct support from the LWF World Service Global Funding Coordinator in Geneva. In daily office management and security issues he/she will accept instructions from the LWF Country Representative / Program Coordinator in the country in which he/she is working.

Required Qualifications

Master’s degree in humanitarian or development work, and/or other related social science.
