Consultancy Scope
The Programme Consultant supports the coordination and implementation of ACT Alliance’s regional programmes on Climate Justice and Migration & Displacement across 12 countries in Latin America and the Caribbean (LAC). The role contributes to advancing ACT Alliance’s regional strategy by strengthening collaboration with members, supporting programme delivery, and ensuring alignment with global programme priorities.
This consultancy is funded through a Young Professionals funding window aimed at supporting early-career professionals. In accordance with donor eligibility requirements associated with this funding stream, applicants must be under 30 years of age at the time of application.
The Programme Consultant supports a range of operational and programmatic functions, including grant management, resource mobilisation and business development, as well as the establishment and coordination of a Regional Pooled Fund. The role also contributes to advocacy and policy engagement processes, facilitates collaboration among ACT members and partners, and supports Monitoring, Evaluation, Accountability and Learning (MEAL) activities to track progress and capture impact.
Working closely with regional and global colleagues, the Programme Consultant provides technical accompaniment to ACT members and supports the translation of strategic priorities into practical programme implementation across the region.
Key Responsibilities 
The consultant will work remotely to deliver the following:
  1. Member and Forum Accompaniment
 
  • Cultivate and maintain strong, active working relationships with ACT Alliance members across 12 countries in LAC, supporting forum-led priorities within the Climate Justice and Migration & Displacement Global Programs.
  • Provide regular remote technical accompaniment to national forums, strengthening their institutional and programmatic capacity and ensuring initiatives are member-driven, impactful, and aligned with regional priorities.
  • Support the coordination and facilitation of Forum and Community of Practice (CoP) activities, ensuring they respond to member-identified needs and promote peer learning, collaboration, and knowledge exchange across the region.
  1. Grant Implementation and Administrative Support
 
  • Support the end-to-end implementation and coordination of regional grants under the Climate Justice and Migration & Displacement Global Programs’ portfolios.
  • Oversee and support key elements of the grant administration cycle, including:
    • Launching and coordinating calls for proposals.
    • Tracking applications, responding to clarification requests, and ensuring adherence to established timelines.
    • Supporting transparent selection processes, including eligibility screening and due diligence procedures.
    • Monitoring grantee progress against approved workplans, milestones, and deliverables.
    • Preparing high-quality narrative reports and supporting financial documentation and grant closure processes.
  1. Regional Pooled Fund Development and Management
 
  • Play a key role in the development and operationalisation of the new LAC Regional Pooled Fund, including:
 
    1. Design Phase
    • Support the refinement of operational processes and governance arrangements for the Fund.
    • Develop user-friendly templates and guidance materials for applicants, including Terms of Reference (TOR), application guidelines, evaluation criteria, budget templates, reporting formats, and process checklists.
    1. Implementation Phase
    • Support the management of open call cycles, including announcement and dissemination, applicant support, Q&A sessions, eligibility screening, and tracking of submissions.
    • Provide accompaniment to selected projects, including finalisation of workplans and implementation frameworks.
    1. Reporting and Learning Phase
    • Synthesise learning emerging from the Fund’s portfolio of projects and contribute to donor-facing reports, knowledge products, and communications materials highlighting results, lessons learned, and pipeline development.
  1. Business Development and Resource Mobilisation
 
  • Proactively identify and track funding opportunities related to Climate Justice and Human Mobility in Latin America and the Caribbean, including opportunities to capitalise and expand the Regional Pooled Fund.
  • Support the preparation of concept notes, funding proposals, and grant applications, including drafting narrative sections, preparing budgets, and compiling required annexes and supporting documentation.
  1. Convening, Learning, and Advocacy
 
  • Support the planning, coordination, and delivery of virtual and in-person convenings, including regional dialogues, workshops, and consultations designed to:
  • Facilitate knowledge sharing and peer exchange among ACT Forums and Communities of Practice.
  • Strengthen joint strategy development and collaborative initiatives.
  • Advance coordinated regional advocacy efforts with clear outputs and follow-up actions.
  • Support the implementation and follow-up of agreed advocacy strategies, tracking timelines, responsibilities, and progress toward defined objectives.
  1. Monitoring, Evaluation, Accountability and Learning (MEAL)
 
  • Support the development and implementation of practical MEAL mechanisms, including:
  • Tracking progress toward programme outputs and outcomes.
  • Collecting qualitative and quantitative evidence, including case studies, lessons learned, and impact stories.
  • Synthesising findings to contribute to donor-compliant reporting and evidence-based programme learning.
  1. Regional–Global Alignment
 
  • Maintain regular coordination and collaboration with Global Programme Managers for Climate Justice and Migration 6 Displacement.
  • Ensure that regional initiatives and activities remain aligned with ACT Alliance global strategies, programme frameworks, and reporting requirements.
  • Facilitate a consistent and effective flow of information between LAC Forums, CoPs, and global programme structures, strengthening coherence across regional and global priorities.
Skills and experiences  
 
  • Minimum of 3 years of relevant professional experience in advocacy and/or policy engagement related to climate justice and/or human mobility in Latin America and the Caribbean.
  • Proven experience supporting or coordinating advocacy processes within regional intergovernmental and multistakeholder spaces (e.g., UN-related processes, regional policy platforms, thematic coalitions, or civil society networks).
  • Experience in resource mobilisation, including the preparation of concept notes, funding proposals, and donor reports.
  • Familiarity with MEAL frameworks, including outcome tracking, evidence gathering, and contribution to programme reporting.
  • Experience coordinating financial and administrative follow-up for multi-country initiatives, including consolidating partner inputs and liaising with finance teams.
  • Highly desirable: Experience supporting or managing pooled funding mechanisms, grant-making processes, or multi-country programme portfolios.
  • Asset: Experience working with churches, faith-based organisations (FBOs), or ecumenical networks, particularly within regional or international development contexts.
Competences and behaviour
  • Language Skills: Fluency in Spanish and English (written and spoken) is required. Proficiency in Portuguese is considered a strong asset.
  • Administrative Excellence: Strong administrative and organisational skills, with exceptional attention to detail and the ability to manage documentation, processes, and reporting with a high level of accuracy.
  • Autonomy and Initiative: Ability to manage multiple parallel workstreams independently in a remote working environment, demonstrating initiative, sound judgement, and the capacity to work with minimal supervision.
  • Relationship-Building and Collaboration: Excellent coordination and relationship-management skills, with the ability to work effectively across diverse cultural, denominational, and organisational contexts. Demonstrated commitment to fostering collaboration, trust, and a positive team culture.
  • Strategic and Operational Orientation: Ability to combine strategic thinking with strong operational discipline, ensuring effective planning, prioritisation, and high-quality programme delivery.
  • Adaptability and Problem-Solving: Ability to work effectively in lean and dynamic operational environments, bringing structure to complex processes, proposing practical solutions, and ensuring continuity and reliability in programme delivery.
  • Professional Approach: Patient, proactive, and energetic, with strong follow-through, the ability to work at pace, and a collaborative attitude in fast-moving and evolving contexts.
