Financing Justice: Why Global Tax Reform Matters

For decades, global tax rules have allowed too many loopholes, too much secrecy, and too little accountability. Multinational corporations have been able to shift profits away from the countries where real economic activity takes place, while the ultra-wealthy can hide assets through complex structures and secrecy jurisdictions.

The consequences are not abstract. When public revenues are lost, countries with fewer resources are left to carry the human cost: underfunded schools, weaker health systems, unpaid and underfunded care work, and reduced capacity to respond to the climate or humanitarian crises.

Tax abuse is not inevitable. It is the result of outdated rules,  and rules can be changed.

The Turning Point: The UN Tax Convention

From 3 to 14 August 2026, governments will meet in New York for the fifth substantive session of the Intergovernmental Negotiating Committee to draft the UN Framework Convention on International Tax Cooperation.

This is a historic opportunity to build a fairer global tax system, one that supports sustainable development, climate action, gender justice, and the public services communities rely on.

The UN Tax Convention can help move decision-making on global tax rules towards a more inclusive and transparent process, where all countries have a voice and where tax cooperation serves people and planet, not only the wealthiest players.

Our Vision for a Fairer System

Through the campaign “The Monopoly Ends Now,” ACT Alliance is calling for fairer global tax rules that help close loopholes, increase transparency, and ensure that public resources are available for the common good.

The campaign highlights 12 critical fixes that the UN Tax Convention should address, including:

  • Transparency over hidden wealth: requiring public registers that show who really owns and benefits from companies, trusts, and other legal structures.
  • Fair corporate taxation: taxing multinational corporations where real economic activity takes place, rather than allowing profits to be shifted away from the countries, mostly from the Global South, where value is created.
  • Climate justice: ensuring polluting industries contribute fairly to financing sustainable development, climate resilience, and a just transition.
  • Gender justice: designing tax systems that reduce inequalities and generate the resources needed for care, health, education, and social protection.
  • Protecting public resources: strengthening international cooperation so that money stays in public budgets and can be invested in people, communities, and the planet.
